Garage Rules and Etiquette

Designated Space: Owners must park in their designated spaces as per the terms of the parking lease between the Owner and Asheville Arras Residences, LLC.  Do not park in an open space without the permission of the owner or Community Manager. A parking space assignment map is available under "Other Useful Information". Click for the parking map.

Parking Violation: Violation of parking rules by an owner, owner's guest, owner's service personnel, etc. shall result in a warning. Repeat offenses shall result in a hearing and fine of up to $100. Repeat fines may result in removal of the vehicle by private tow, recoverable at owner's expense.

What to do if a car is parked in your assigned spot? Contact Security at ‭(828) 774-5542‬. Security will assess the situation and try to temporarily accommodate your parking needs.

Vehicle Registration: Vehicles routinely parked in the garage must be registered with the Community Manager.

Other Authorized Vehicles Parked in Your Space: Owners may permit friends, relatives or other Association members to temporarily park in their designated space(s). If temporary authorization of use shall last for more than several days, it is advisable and encouraged to let the Community Manager know.

Garage Access: A remote control garage door opener is included with each parking space. When an opener is lost, the Owner shall notify the Community Manager as soon as practical. The Community Manager (and building security) maintains a stock of extra garage door openers. If you need a replacement let the Community Manager know. If you want an additional garage door opener it may be purchased from our "stock" for $25 each. For security, the opener for P2 will not open P3 and vice versa.

Handicapped Parking: Make arrangements with the Community Manager if temporary or permanent use of handicapped parking is required.

Obstruction: No unattended vehicle shall block the entrance or aisles at any time. If it is impossible to safely park in an Owner’s designated spot, the Owner should park in the AC Garage (or any garage of your choosing), present the receipt to the Community Manager and the cost thereof will be reimbursed as a credit to the Owner’s HOA account. The Community Manager will charge the offending Owner’s HOA account as may be appropriate.

Contractor off-load only: Contractor vehicles may only enter the garage to off-load heavy equipment or materials. Contractor parking in the garage is prohibited. 

No Fabrication in the Garage: The garage shall not be used as a construction site for fabrication or other such activities.

No Inoperative Vehicles: Unlicensed, uninsured or inoperative vehicles may not be parked on the Condominium Property. The Owner of the Commercial Unit (Hotel) shall have the right, but not the obligation, to have a vehicle in violation booted or towed at its owner’s expense. (Section 7.9 of the Master Declaration.) 

Fines: The Residential Association may impose fines for habitual offenders of parking rules after reasonable notice and opportunity to be heard.


Electric Car Charging

60 Amp 220 volt Service Available: Each parking space is allocated one space on the distribution board (breaker panel) for service up to 60 Amps. There is (or should be) a conduit from the parking space to the distribution panel. The installing electrician must supply and install the circuit breaker, copper wire, charger receptacle and electric meter.

Installation Requirements: Inform the Community Manager that you wish to install electric service. The CM will try to connect you with other owners to reduce installation cost. No board approval is required. The work must be done at the owners' cost, according to code, under an electrical permit issued by the city, by a licensed electrician. Your electrician must make arrangements with the Arras engineering staff for access to the electrical distribution panel.

Electric Meter: An electric meter must be installed at or near the charger receptacle. The meter will be read manually several times per year. Electricity usage will be billed at the electricity rate billed to the Arras. The electric usage and cost will be communicated to the owner and added to the owners' HOA monthly invoice.

Reminder on Guest Parking (see Amenities)

Guest Parking: Guest parking is available by reservation, free of charge, at the AC Hotel on a first-come first-serve basis. The HOA pays for two spaces annually. Whenever possible, preference will be given to Owners who have used this amenity the least.

To reserve a space, please use the self-service parking reservation app "Dibsido" to book an available parking space up to 4 weeks in advance. NOTE: you will need an "invitation" to join the system and will need to activate your account with the usual login information the first time you try to access Dibsido. Please send a request to [email protected] when you are ready to join and we will send you an invitation email. Once you have registered, from then on, you can use the app to inquire about availability and book a space. Pick up the parking pass from Security (828) 774-5542 shortly before your reservation and deliver the parking pass back to security at the end of your booking. If the guest pass is lost or not returned to Security on time, you will be billed a service charge to replace it.
